<p align="left" class="MsoNormal" style="text-align: left; line-height: 28pt; text-indent: 32pt"><a name="zhengwen"></a><a style="color: #000000" name="_Hlk520195285"><span><span style="font-size: 16pt; font-family: 仿宋">为进一步深化食药领域“放管服”改革,突出“安全”监管,提升“品质”服务,助力鄂尔多斯市餐饮服务食品领域小餐饮、小饭桌行业的高质量发展,我局按照国家市场监督管理总局《关于发布餐饮服务食品安全操作规范的公告》要求,结合我市餐饮服务食品安全现状,分别制定了《鄂尔多斯市小餐饮规范化管理制度》、《鄂尔多斯市小饭桌规范化管理制度》,现印发给你们,请认真贯彻执行。各旗区务必要于<span lang="EN-US">2018</span>年<span lang="EN-US">10</span>月底完成对本辖区小餐饮、小饭桌规范化管理工作,并要将工作总结上报市局餐饮科,市局将针对各旗区小餐饮、小饭桌规范化管理成果进行专项督查,对未完成本辖区规范性管理工作的旗区将扣除年终考核分数并通报批评。</span></span></a></p>

<p align="left" class="MsoNormal" style="text-align: left; line-height: 28pt; text-indent: 32pt"><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">第二条 </span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">小餐饮</span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋">经营者应当按照法律、法规、规范化管理制度和食品安全标准从事<span style="color: black">食品生产经营</span>活动,建立健全食品安全管理制度,采取有效管理措施,保证食品安全。餐饮服务经营者对其生产经营的食品安全负责,对社会和公众负责,承担社会责任。</span></span></span></p>
<p align="left" class="MsoNormal" style="text-align: left; line-height: 28pt; text-indent: 32pt"><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">第三条</span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋"> 食品安全监督管理部门应当按照本规范化管理制度对全市小餐饮业态进行备案监管。</span></span></span></p>

<p class="MsoNormal" style="margin-left: 36pt; line-height: 28pt"><span><span><span lang="EN-US" style="font-size: 16pt; font-family: 仿宋; color: black">&nbsp;</span></span></span></p>
<p align="left" class="MsoNormal" style="text-align: left; line-height: 28pt; text-indent: 32pt"><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">第四条 </span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">小餐饮是指具有固定经营场所,提供餐饮服务,经营面积<span lang="EN-US">5</span>平方米以上(含<span lang="EN-US">5</span>平方米)、<span lang="EN-US">50</span>平方米以下(不含<span lang="EN-US">50</span>平方米),且未取得《食品经营许可证》的食品经营者。</span></span></span></p>
<p align="left" class="MsoNormal" style="text-align: left; line-height: 28pt; text-indent: 32pt"><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">第五条</span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black"> 小餐饮的经营须在当地食品药品监督管理局进行备案,(面积达到<span lang="EN-US">50</span></span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋">㎡</span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">,但未能达到其他规定规范要求的、临时存在的、存在其他特殊情况的餐饮服务提供者可进行备案管理),小餐饮经营者连续备案不得超过三年,同时签订食品安全承诺书,并亮证经营。</span></span></span></p>
<p align="left" class="MsoNormal" style="text-align: left; line-height: 28pt; text-indent: 32pt"><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">第六条</span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋"> 小餐饮经营者应当建立健全食品安全管理制度,主要包括:从业人员健康管理制度、食品进货验收和查验记录制度、食品及食品相关产品索证索票制度、场所及设施用具清洗消毒制度;从业人员应持有效健康合格证明上岗。</span></span></span></p>
<p align="left" class="MsoNormal" style="text-align: left; line-height: 28pt; text-indent: 32pt"><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">第七条</span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋"> 经营场所应选择地势干燥、有给排水条件和电力供应的区域,应距离粪坑、污水池、暴露垃圾场、旱厕等污染源<span lang="EN-US">25m</span>以上。</span></span></span></p>
<p align="left" class="MsoNormal" style="text-align: left; line-height: 28pt; text-indent: 32pt"><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">第八条</span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋"> 食品处理区面积不得小于<span lang="EN-US">5</span></span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋">㎡<span lang="EN-US">,</span></span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋">地面应当无毒、无异味、易于清洗、防滑;墙壁应采用无毒、无异味、平滑、不易积垢、易清洗的材料铺设;门、窗应采用易清洗、不吸水的材料制成,并能风尘、防蝇、防鼠和防虫;天花板应采用无毒、无异味、不吸水、表面光洁的材料涂覆或装修。</span></span></span></p>
<p align="left" class="MsoNormal" style="text-align: left; line-height: 28pt; text-indent: 32pt"><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">第九条</span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋"> 加工操作场所应当根据加工品种分设食品原料的清洗水池,并有明显标识;</span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">接触食品的工具、容器、工作台面以及货架、橱柜等应符合食品安全要求。</span></span></span></p>
<p align="left" class="MsoNormal" style="text-align: left; line-height: 28pt; text-indent: 32pt"><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">第十条</span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black"> 配备能正常运转的清洗、消毒设施。餐饮具清洗水池(至少两联水池)及消毒设施应当与实际餐饮具数量相适应,并有明显标识。</span></span></span></p>
<p align="left" class="MsoNormal" style="text-align: left; line-height: 28pt; text-indent: 32pt"><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">第十一条 </span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">配备足够容量的冷藏冷冻等食品保温、保冷设施;</span></span></span></p>
<p align="left" class="MsoNormal" style="text-align: left; line-height: 28pt; text-indent: 32pt"><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">第十二条</span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black"> 用水应当符合国家规定的生活饮用水卫生标准。</span></span></span></p>

<p align="left" class="MsoNormal" style="text-align: left; line-height: 28pt; text-indent: 32pt"><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">第十三条</span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black"> 遵守《中华人民共和国食品安全法》等相关法律法规。</span></span></span></p>
<p align="left" class="MsoNormal" style="text-align: left; line-height: 28pt; text-indent: 32pt"><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">第十四条</span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black"> 小餐饮经营者应当保持经营场所内外环境的整洁卫生。</span></span></span></p>
<p align="left" class="MsoNormal" style="text-align: left; line-height: 28pt; text-indent: 32pt"><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">第十五条</span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black"> 从业人员患有发热、腹泻、皮肤伤口或感染、咽部炎症等病症,应当暂停从事接触直接入口食品工作,必要时进行临时健康体检,待查明原因并将有碍食品安全的疾病治愈后方可重新上岗。</span></span></span></p>
<p align="left" class="MsoNormal" style="text-align: left; line-height: 28pt; text-indent: 32pt"><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">第十六条</span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black"> 从业人员应每年接受食品药品监督管理部门组织的食品安全知识培训,保持良好的个人卫生,穿戴整洁的工作衣帽。</span></span></span></p>
<p align="left" class="MsoNormal" style="text-align: left; line-height: 28pt; text-indent: 32pt"><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">第十七条</span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black"> 采购食品应选择具有合法资质、能够提供相关合格证明文件的供货商,查验并留存产品合格证明文件和每笔购物或送货凭证,做好相关记录。</span></span></span></p>
<p align="left" class="MsoNormal" style="text-align: left; line-height: 28pt; text-indent: 32pt"><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">第十八条</span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black"> 不同类型食品原料、半成品、成品分开存放,其盛放容器分开使用,加工食品的工具做到生熟分开使用,并有明显标识,做到用后清洗,定期消毒,避免食品受到交叉污染。</span></span></span></p>
<p align="left" class="MsoNormal" style="text-align: left; line-height: 28pt; text-indent: 32pt"><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">第十九条 </span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">烹饪食品的温度和时间应能保证食品安全,供餐食品应当餐加工当餐食用,不得使用隔餐的剩余食品,严禁提供未经烧熟煮透的食品。</span></span></span></p>
<p align="left" class="MsoNormal" style="text-align: left; line-height: 28pt; text-indent: 32pt"><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">第二十条</span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black"> 餐饮具使用前应进行消毒,使用后应及时洗净,并做好餐用具清洗消毒记录,做到彻底洗净消毒。</span></span></span></p>

<p align="left" class="MsoNormal" style="text-align: left; line-height: 28pt; text-indent: 32pt"><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">第二条 </span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">小饭桌经营者应当按照法律、法规、规范化管理制度和食品安全标准从事食品生产经营活动,建立健全食品安全管理制度,采取有效管理措施,保证食品安全。餐饮服务经营者对其生产经营的食品安全负责,对社会和公众负责<span lang="EN-US">,</span>承担社会责任。</span></span></span></p>

<p align="left" class="MsoNormal" style="text-align: left; line-height: 28pt; text-indent: 32pt"><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">第五条 </span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">供餐人数<span lang="EN-US">5</span>人(含<span lang="EN-US">5</span>人)以上的学生小饭桌需到当地食品药品监督管理局进行备案,并签订食品安全承诺书,亮证经营。</span></span></span></p>
<p align="left" class="MsoNormal" style="text-align: left; line-height: 28pt; text-indent: 32pt"><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">第六条 </span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">有独立的厨房,加工场所面积应与就餐学生人数相适应;设置与制作经营的食品品种、数量相适应的粗加工、切配、烹调、餐用具清洗消毒等加工操作场所。</span></span></span></p>
<p align="left" class="MsoNormal" style="text-align: left; line-height: 28pt; text-indent: 32pt"><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">第七条 </span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">食品处理区地面应当无毒、无异味、易于清洗、防滑;墙壁应当采用无毒、无异味、平滑、不易积垢、易清洗的材料铺设;门、窗应当采用易清洗、不吸水的材料制成,并能防尘、防蝇、防鼠和防虫;天花板应当采用无毒、无异味、不吸水、表面光洁的材料涂覆或装修。</span></span></span></p>
<p align="left" class="MsoNormal" style="text-align: left; line-height: 28pt; text-indent: 32pt"><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">第八条 </span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">加工操作场所应当根据加工品种分设食品原料的清洗水池,且数量或容量与加工食品数量相适应;各类水池以明显标识标明其用途。</span></span></span></p>

<p align="left" class="MsoNormal" style="text-align: left; line-height: 28pt; text-indent: 32pt"><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">第十四条 </span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">从业人员患有发热、腹泻、皮肤伤口或感染、咽部炎症等病症,应当暂停从事接触直接入口食品工作,必要时进行临时健康体检,待查明原因并将有碍食品安全的疾病治愈后方可重新上岗。</span></span></span></p>

<p align="left" class="MsoNormal" style="text-align: left; line-height: 28pt; text-indent: 32pt"><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">第十六条 </span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">采购食品应选择具有合法资质、能够提供相关合格证明文件的供货商,查验并留存产品合格证明文件和每笔购物或送货凭证,做好相关记录;定时检查库存食品,及时清理变质或超过保质期的食品及食品原料。</span></span></span></p>
<p align="left" class="MsoNormal" style="text-align: left; line-height: 28pt; text-indent: 32pt"><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">第十七条 </span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">不同类型食品原料、半成品、成品分开存放,其盛放容器分开使用,加工食品的工具生熟分开使用,并有明显标识,做到用后清洗,定期消毒,避免食品受到交叉污染;食品处理区内不得从事可能污染食品的活动、不得为学生提供凉菜。</span></span></span></p>
<p align="left" class="MsoNormal" style="text-align: left; line-height: 28pt; text-indent: 32pt"><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">第十八条 </span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">烹饪食品的温度和时间应能保证食品安全,供餐食品应当餐加工当餐食用,不得使用隔餐的剩余食品,严禁提供未经烧熟煮透的食品,不得为学生提供剩菜剩饭。</span></span></span></p>
<p align="left" class="MsoNormal" style="text-align: left; line-height: 28pt; text-indent: 32pt"><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">第十九条 </span></span></span><span><span><span style="font-size: 16pt; font-family: 仿宋; color: black">学生餐饮具使用前应进行消毒,使用后应及时洗净,并做好餐用具清洗消毒记录。</span></span></span></p>
