border-style: none solid solid none; border-bottom-width: 2px; border-bottom-color: rgb(0, 0, 0); border-right-width: 2px; border-right-color: rgb(0, 0, 0); padding: 0px 7px; height: 927px;" width="510" valign="top"> 2015年度，我中心在鄂尔多斯市食品药品监督管理局的领导下，依照《事业单位登记管理暂行条例》和《事业单位登记管理暂行条例实施细则》规定，按照核准登记的宗旨和业务范围开展活动。2015年，中心紧紧围绕全年工作目标，自觉服从和服务于药品医疗器械监管的大局，以科学监管理念为指导，以检验、检测能力建设为核心，加强行政和业务管理，强化药品医疗器械检验的整体功能，切实履行工作职能，努力提高检验检测技术与服务水平，配合药品医疗器械监管工作的需要，把检验检测技术支撑作用推上了一个新台阶。一、通过实验室资质认定复评审专家评审组于2015年2月对中心进行“食品检验机构”资质认定和“实验室资质认定”复评审及扩项现场评审，现场评审核准我中心食品参数 422项，扩项122项；非食品申请参数301项，扩项33项。中心现有参数（包括食品、非食品）共计723项参数，覆盖了食品、药品、保健食品、化妆品、医疗器械、药包材的日常检验检测参数，圆满通过双项复评审。二、完善制度建设，强化技术监管保障中心结合《鄂尔多斯市机关事业单位工作人员日常管理暂行办法》，积极修订、完善行政管理制度、业务检验制度共计47项，编订《鄂尔多斯市药品医疗器械检验研究中心管理制度汇总》。全中心开展对新制度的集中学习，使制度建设既重于制定，也重于落实, 一方面提升领导层管理素质，另一方面增强职工执行制度的意识，强化全员遵章守纪的自觉性，从而达到提高思想觉悟、遵守管理制度、工作安全高效的目的。在通过实验室资质认定及食品检验机构资质认定复评审后，编撰完成质量体系文件的第六版。通过对《质量手册》、《程序文件》、《作业指导书》的宣贯和系统学习，规范全体工作人员的实验操作、工作程序及实验室规范管理。此外还制订了应急检验制度，健全接检制度，并结合本中心的服务宗旨，制定了限时办结、服务承诺、首问负责制度等。力争实现“凡事有人负责、凡事有章可循、凡事有据可查、凡事有人监督”的科学管理模式，使药品医疗器械检验检测工作真正做到“客观公正、服务优质、管理规范、科学准确”。三、强化技术监管，全力保障民运会食品安全根据市委、市政府要求，为确保《第十届少数民族传统体育运动会食品安全保障抽检方案》的顺利实施，中心全力配合市局做好2015年第十届全国少数民族传统体育运动会的餐饮食品保障工作，为市局对民运会期间原材料供应商、餐饮服务接待单位的原料、食品等监督抽验和快速检验提供技术支持。为保障第十届民运会期间食品安全，中心努力解决协调任务重、人员少和设备不足等实际困难，按要求保质保量完成了民运会专项检测任务和其它日常检测任务，得到了上级部门的一致好评，获得了市食药系统颁发的“第十届全国少数民族传统体育运动会药品医疗器械安全保障工作特殊贡献单位”称号和第十届全国少数民族传统体育运动会鄂尔多斯市筹备工作执行委员会授予的“第十届全国少数民族传统体育运动会食品安全保障工作突出贡献单位”荣誉称号。四、持续强化实验室建设，提高仪器装备水平 2015年按计划完成54台套仪器设备的检定工作，执行了仪器设备的量值溯源程序。在加强实验室管理的同时，中心一贯重视仪器设备的更新换代，在拥有液质联用仪、气质联用仪、二氧化碳超临界固相萃取仪、超高效液相色谱仪、原子荧光分光光度计、百万分子一天平等165台套大型仪器的基础上，2015年经过上级部门批准，采用政府招标采购的形式，新购置了6台高效液相色谱仪。五、开展业务技能培训，提升检验检测能力（一）加强培训力度，提升职工素质中心积极开展“学习周”活动，进行技术交流发挥单位内部技术带头人的作用。选派实验室技术人员参加相关业务培训或是去高水平的检验机构学习先进的经验和方法，外出学习人员学习培训回来后，在中心内部进行宣贯，推广所学到的新理论、新经验。 2015年中心共计培训16期，培训人次共计180人次。其中，外出培训包括以参加自治区主办的2015版《中国药典》培训等共计11期，参会达30人次；中心开展了5期全员参加的业务技术培训，包括质量文件体系的宣贯、液质联用仪的操作与维护、原子分光光度计的应用、全自动溶出度仪的操作使用说明和氮吹仪的操作使用，共计参加人数为150人次。 (二)参加能力验证，提升检验科学性、准确性 2015年10月根据国家药品医疗器械监督管理总局文件《关于开展2015年国家药品医疗器械监督管理总局食品安全抽检监测承检机构盲样考核的通知》（中监食化函[2015]230号）要求，国家药品医疗器械监督管理总局对我中心发放了盲样样品。中心高度重视，认真参与，专业技术人员全力完成能力验证，按要求进行了沙门氏菌检测和血清分型，上报结果经国家药品医疗器械监督管理总局考核：测试结果完全正确，测评结论全部满意。中心作为自治区参加此次全国性能力验证的四个检测机构之一，充分显示了中心微生物实验项目检测结果的准确性和在各实验室间的可比性。根据内蒙古自治区质量技术监督局关于下达2015年能力验证计划的通知（内质监认函[2015]214号）要求，中心积极参加了此次能力验证实验。并成立了能力验证工作小组，确定参加2类产品中3个参数（生活饮用水中铅和铜；面粉中的灰分）的能力验证工作，经自治区质监局的结果反馈，我中心参与的3个参数能力验证结果均为首次满意。实验室能力验证实验有效地证明了中心的检验检测能力及数据分析能力。六、检验检测工作完成情况 2015年，共接收各类检品1960批次（含委托检验及专项检查），检验检测工作开展具体情况如下：（一）药品检验情况完成药品检验总计1234批次，不合格60批次，总不合格率为4.86%。其中中药材监督209批次，不合格53批次，不合格率为25.35%；自治区委派任务承检171批次检验任务，完成检验171批次，不合格17批次，不合格率为9.94%。（二）保健品检验情况完成保健品检验248批次，不合格48批次，不合格率为19.35%。（三）化妆品检验情况完成化妆品检验122批次，不合格0批次，合格率为100%。（四）食品检验情况完成食品检验208批次，不合格2批次，问题产品3批次，总不合格率为2.33%。其中包括第十届民运会食品任务82批次，1批次不合格；承检自治区食品4批次，1批次不合格。（五）委托检验情况接收委托检品145批次，不合格0批次，合格率为100%。七、积极做好政务信息及数据的采编和报送进一步加强信息工作，推动信息工作步入制度化、规范化轨道，充分发挥信息工作在上情下达、下情上达、正确决策、科学管理、宣传服务中的重要作用，严格按照《鄂尔多斯市药品医疗器械检验研究中心信息报送工作制度》，将报送信息任务纳入年终考核范围。2015年报送信息共计51篇，其中内蒙古日报社采用1条，市政府采用21篇，其余被市局采用，按时按量完成了信息报送任务，提升了中心在信息报送方面的能力，展示了工作中的成果和亮点。十一、存在的问题中心全体干部职工，严明组织纪律，严守工作制度，在药品医疗器械检验、基础建设、实验室管理、业务管理、党务政务等各项工作中都取得了良好成绩，这些成果离不开上级的指导与支持，更离不开我们全体干部职工的共同努力。近年来食药监系统机构改革，检验标准不断更新，仪器设备更新换代，我们也清醒的认识到工作中也存在着一些不足，人员素质不能很好的满足当前的技术需求，突显出人员结构组成不合理，技术力量短缺和“老龄化”。为了满足食品、药品检验规范不断提高的发展需求，中心要持续加强已有人员的专业技术水平，同时吸纳更多更新的技术力量，以期适应当前社会的飞速发展。 </td> </tr> <tr style="height: 196px;"> <td style="width: 152px;
